Community Notice: Trash Disposal, Illegal Dumping, and Owner Responsibilities

We are reaching out regarding an increase in trash issues within our community and want to share some important reminders.
All bulk trash pick-up must be coordinated with our trash collection vendor, Olivo. Improper disposal and dumping of trash without coordinating an appropriate pickup in advance is a violation of our community rules and City regulations. Additionally, hazardous waste, such as paint, gasoline, and electronics should not be included during routine service and should be taken to a specific city collection center.
Bulk trash pick-up should be coordinated directly with Olivo by calling or texting (703) 237-1139. Payment must be made directly to Olivo prior to pick-up.
Owners will be billed back for any charges, fees, or costs incurred by the community in connection with a trash violation. Please be advised that property owners are ultimately responsible for all violations associated with their property. This applies even when a property is tenant-occupied and managed by a homeowner or property management company.
Some recent examples of what are considered trash violations are shared below as a point of reference for all residents and united owners.

Personal Responsibility Matters
Each of us are responsible for helping maintain our community. The actions of a few should not result in additional costs, inconvenience, or cleanup responsibilities being passed on to everyone. This means when trash is improperly disposed of, the resulting costs ultimately affect our shared community resources.
We therefore encourage personal responsibility and consideration for your neighbors. Before placing hazardous materials, electronics, or bulky items out for collection, make sure that you have coordinated proper disposal with Olivo and are complying with our community and City requirements.
In addition, owners are responsible for making sure that their tenants and guests receive and understand the community’s rules and regulations around trash disposal. If you rent your property, please make sure you have provided your renters with clear instructions regarding proper trash disposal, pickup coordination, and all applicable community and City requirements.
Community Rules and Resident Guidelines
The Bylaws, Article 5 Section 5.1 (e) states: “Pursuant to Section 55-79.838 of the Condominium Act, any Common Expenses benefitting less than all of the Condominium Unit or caused by the conduct of all those entitled to occupy the same or by their licensees or invitees shall be specifically assessed against the Condominium Unit or Units involved, in accordance with such reasonable provisions as may be made by the Board of Directors for such case.”

In other words, if your unit (or your tenants/guests) causes damage or creates an expense, or if an expense only benefits your building or a small group of units, the Association can assess those costs directly to the affected units rather than spreading the bill across all owners.
The Resident Guide also states the following: “Trash and recycling should be put out at the curb no earlier than 6 a.m. the day of pickup. Recyclables should be placed in bins and not be bagged for pickup.”
Trash Pick-up Days and Rules
Trash, tied securely in plastic bags (preferably black to deter pests), will be picked up from the sidewalks adjacent to the community streets on Monday, Wednesday, and Friday (unless otherwise stated).

Recyclables should be placed in bins (not bags) and will be picked up from the sidewalks adjacent to the community streets on Thursday (unless otherwise stated).
Trash and recyclables should not be put out on the night before collection or on days when collection is not scheduled because dogs, cats, squirrels, opossums, rats, and birds puncture the plastic bags and scatter the contents. Do not put trash out in any kind of paper bags because they tear easily and they deteriorate if it rains.
Recycling and trash containers must be removed from common elements, including the front porch, at the end of collection day. Containers cannot be stored in front of units.
Fairlington Towne Community Bulk Trash Pickup
Olivo will be providing bulk trash pickup services on Wednesday, September 2, 2026, at no additional cost to residents. The Association has asked Olivo to provide this service to help residents with end of summer cleaning and to clear out any unwanted items before fall. However, items should not be placed on the curb until the morning of September 2.
