Important Reminders/Updates: Tree Removals, Retaining Walls, Parking Enforcement, Bulk Trash

We have several important reminders we want to draw your attention to as we prepare a busy week at Fairlington Towne. This includes tree removals, the retaining wall & drainage project, towing, and bulk trash pickup.
 
Bulk Trash Pickup Reminder
The Association has coordinated with Olivo to provide bulk trash pickup services on Monday, May 18, at no additional cost to residents. Please place items for bulk pickup (and regular trash) out on Monday morning. Bulk items and trash should not be put out the night before or over the weekend.
 
Phase #2 of Retaining Wall & Drainage Project Reminders and Update
Before the retaining wall work can begin, several trees and shrubs along Jay Avenue will need to be removed. Weather permitting this should begin Monday. The list includes:
  • The great oak tree between 3818 and 3820 Jay Avenue.
  • The conifer tree between 3820 and 3822 Jay Avenue.
  • General landscaping and plantings by 3830 Jay Avenue.
  • All landscaping within 5 feet of the retaining wall between 3812 and 3834 Jay Avenue.
As previously mentioned, the trees near the retaining walls will not be replaced as they impact the structural integrity of the wall and void the warranty. We plan to add back shrubs (as required by Code Enforcement) and grass once the new wall is complete. 
  
Update:
  • The conifer tree between 3812 and 3814 Jay Avenue is also being removed
    • This is an exceptionally large tree for the small space it occupies, and it has been identified for removal for several reasons including:
      • multiple large downed branches
      • history of conifer trees falling and failing in the community (remember, surviving does not mean thriving)
      • proximity of such a large tree to homes and the parking bays in an urban environment 
    • This tree will be removed next week to save costs, since the crew will already be onsite.
    • The stump of this tree will be ground, ivy and poison ivy removed, and the area restored. 
    • After the area is ready for another tree, the Landscape Committee will identify and recommend one of an appropriate size for the space next to the area. 
The initial work for this phase will be focused on the retaining walls on Jay Avenue. Please reference the email sent Monday, May 11th for additional project details including the estimated timeline and safety details. We ask for your partnership in following the safety guidelines previously shared with the community that will help make this project a success.
 
Finally, during Phase #2, Avon will be using up to four parking spaces in front of 3812 and 3814 Jay Avenue for their machinery and equipment, which will be identified with signs this weekend. We ask that these spots be cleared by Monday, May 18th at 8:30am. Any vehicles in the marked spots after that time will be towed and relocated to a nearby parking space.
 
Parking Policy and Enforcement Reminder
As was previously shared with the community, the Association will begin implementing enforcement of the new parking policy on Tuesday, May 19, which includes towing vehicles that are in violation of that policy. As a point of reference, the Association shared with the community on May 4 several vehicles that had been identified by the towing company as being in violation of the policy. We again ask that you resolve any violations if you have not done so already. 
 
Going forward, we also encourage residents to register their vehicles through the Resident Portal. This provides an opportunity for management to identify and connect with a vehicle's owner directly regarding noncompliance with the parking policy as we transition to consistent enforcement. Please note: registering your vehicle in the portal does not mean your vehicle will not be towed for non-compliance. Please read the policy for additional information.
